They plan to pop in on the day to enjoy cake with the rest of us. Thank-you Geoff and Marianne. There is currently an exhibition of Geoff's works for sale at the Dock Museum in Barrow. A great collection of fantasy and wildlife paintings- many of which have been the front illustrations of fantasy novels or Games workshop products. His website is at www.geofftaylor.btinternet.co.uk

Parish Council news May 2009

Barrow Borough Council - Parish CouncilsLindal & Marton is one of three Parish Councils in Barrow Borough. Parish Council meetings normally take place in the Buccleuch Hall on the first Thursday of each month, as shown in the Calendar, and are open to the public. The Parish Council Clerk issues an Agenda a few days before each meeting, and issues Minutes a few days afterwards. Agendas and full Minutes are published on our Downloads page.

The following paragraphs are selected from the Minutes of the May 2009 meeting.

51/09 Attendance of Officer from Cumbria Constabulary. PC Harris had nothing to report but pointed out that the summer months usually saw an increase in the theft of garden furniture and equipment and advised that such items should be kept locked away when not in use and that, where possible, serial numbers etc should be recorded as a means of identification. It was AGREED that the Clerk prepare an item on this for inclusion in “Aspects”. Councillor Mrs Kelly advised that a local resident had recently informed her of occasions when older youths were using the children’s playground, opposite Mount Pleasant, when the playground was specifically reserved for younger children. In addition, it had been reported that such youths were mistreating the play equipment and defacing it with graffiti. It was suggested that the complainant might have coated some equipment with anti-climb paint in an attempt to deter such activity. It was AGREED that the Clerk contact the borough council’s parks department with a request that they investigate and that PC Harris suggest to her PCSO colleagues that they try to visit the playground more frequently.

52/09 Local highways issues. Attendance of officer from Capita. (County Council) The Clerk reported that Mr Gary Thomas, from Capita, was unable to attend the meeting as had previously been arranged. However, he had been able to provide an update on those items which had been referred to him for action/comment, as follows:- • A request to have the two main roads in the parish (Lindal – School Terrace – Marton and St Peter’s Church – Henning Hill) included in the County Council’s winter road-gritting programme will be included in a report which will be submitted to the County Council’s Highways Network Manager for consideration in due course. • The issue of HGVs travelling through Lindal (on the road to the abattoir which has an HGV restriction) has been further discussed with the Traffic Management Officer of Cumbria Constabulary and it is hoped that more can be done with a view to prosecuting offending drivers. No further action is contemplated regarding a traffic census or additional signs. • The question of slowing down the traffic as it passes the school remains outstanding but the Council will be informed as and when any proposals are forthcoming.

53/09 Community Support Service for Older People affected by cancer. Attendance of officer from Age Concern. Ms Sue Naylor, from Age Concern (in association with Macmillan Cancer Support), addressed the Council on the subject of “community support services for older people affected by cancer”. It was explained how it was planned to develop a service for all those who were either cancer sufferers or carers of those with this condition and who were predominantly in the older age group (and thus, perhaps, less able to cope) so that they could be put in touch with whatever agencies were best equipped to assist. The problems envisaged were not necessary medical but were more concerned with the day to- day problems which can affect people’s social and emotional health and well-being and which would be of a practical nature. Ms Naylor and her colleagues would be working with 3 voluntary and statutory groups, community groups and individuals, to identify where patients and/or their carers could be given practical help and support. Ms Naylor confirmed that an expanded explanatory leaflet was shortly to be produced and it was AGREED that this should be the basis of a special article in “Aspects”. The Clerk would advise Ms Naylor about contacting the editor.

55/09 Lindal Village Green. The Clerk reported that he was still waiting to hear from Barrow Borough Council on the subject of the damaged railings and also the unauthorised appearance of sheep on the green. From the floor, it was suggested that the Borough Council were intending to put locks on the gates to the green in order to control such unauthorised access.

56/09 Cumbria Village of the Year. Councillor Mrs Kelly confirmed that she had had nobody calling at her hairdressing salon in order to register any interest in the “Cumbria Village of the Year” and it was AGREED that there be no further action.

60/09 Any Other Business. a) Councillor Howarth raised the following:- • Weeds were again growing on the footpath in the vicinity of the Church: the Clerk would refer this to the highways department. • Trees were overhanging the footpath by the Church: Councillor Howarth confirmed that he would arrange for appropriate pruning. • The road sign for Guards Road needed re-fixing: Councillor Lord (a resident of the road) undertook to follow this up. • There appeared to be illicit dumping of spoil on the roadside between Henning and Tytup: the Clerk would follow this up. • He was intending to participate in the Keswick to Barrow Walk and he suggested that the Council consider making a donation to the Walk funds if he successfully completed the course. It was PROPOSED by Councillor Lord and SECONDED by Councillor Mrs Kelly that the possibility of making a donation of £50 to the Walk funds be made an agenda item for the next meeting. Carried unanimously. (Councillor Howarth took no part in the discussions and abstained from the vote.) b) The Clerk reported that the PTA of the school had recently discussed the possibility of holding the school’s end-of-term summer barbecue on the green this year instead of at the cricket club, the aim being to make it more of a community event. It was planned for this to take place on Friday, July 10th. c) From the floor, it was reported that a car appeared to have left the A590, at the bottom of the hill as it approached Lindal from Dalton, and had damaged some of the saplings planted on the roadside. The Clerk undertook to follow this up.

61/09 Date and Time of Next Meeting. It was pointed out that elections were planned for Thursday, 4th June and as a consequence, the Buccleuch Hall would be unavailable. It was AGREED that the next meeting would take place on Thursday, 2nd July 2009 at 7.30 pm in the Buccleuch Hall, Lindal, unless any urgent matters arose necessitating a meeting before then, in which case an alternative venue would be sought.
